IOTL there was a blockade of Venezuela in 1903 by Germany, Italy, and the United Kingdom. The United States eventually decided that as long as no physical land was taken by the foreign powers, they would not consider it a violation of the Monroe Doctrine. IIRC only Germany wanted to actually take land which the United States eventually talked them out of doing.

What if it came to a war? What kind of situation could be derived wherein some other countries join Germany in the war against the United States and Venezuela? The United Kingdom could have reasons (IMO) to go for either side or just sit out. Italy I'm not sure on. The Dutch would have their own conflict with Venezuela in 1908 - if we could move some of those inciting incidents up in the timeline then we could potentially get them involved as well. Finally perhaps if it looks like a dog pile is developing perhaps Spain could get involved as well for a chance to regain Cuba which it had lost only five years pre-POD?
