Eugenics Without WW2

Without the German Reich to completely delegitimize eugenics, what course would eugenic policies take? Would they gradually be phased out, as race laws were in the US, or would they persist in some form to the modern day, in a more significant way than what we currently have:

Obviously it depends somewhat on how exactly the Third Reich never comes to be, perhaps a victorious CP in WW1, or a less extreme right wing faction takes over Germany, or even a borderline ASB assassination of Hitler at the right time and a more diplomatic Reich. Each scenario will affect the outcome, but I'm curious what everyone else thinks.

They would persist in some form with greater legitimacy attached to them than now exists, not that this would in any way be a good thing.

I think this point was adressed in a story on spacebattles recently.. Can´t remember the story right now unfortunately. I agree with Wendell however, eugenics as a word would not have the same stigma as in ITTL.

It'd have the side effect of FAR less legitimacy for'pro-life'/ anti-abortion/contraception movements in general.
How would eugenics still being a thing give the pro life movement less legitimacy. The people who opposed eugenics in Germany are the same people who would be anti abortion (Roman Catholics) the pro life side would have more legitimacy if abortion was used as a form of eugenics
