Ethnic Cleansing of Germany Post-WWII

I've been playing with an idea: Britain makes peace with Hitler early in WWII, Germany goes to war with the Soviet Union but still ultimately loses to them after an even more brutal war than OTL.

So the war ends with Soviet troops marching to the Rhine or farther, and in a particularly vengeful mood. Is there any possibility that Stalin would be unhinged enough to try eliminating the German threat forever by scattering the German people around the whole of Soviet territory and bringing in replacement settlers to Germany?
 
It was more likely that the Americans would carry out this sort of plan than the Russians. Just look up the Morgenthau Plan. It’s implementation would have meant the deaths of millions.
