Estates General Checks French Monarchial Power

How can we get more back bone into the Estates General or the Nobility in general to check France's Monarchy's power in the state itself. How would this change the government policy and history of France? No Sun King and possibly a less violent or lacking French Revolution. Etc. Maybe to the point of Great Britain or The Most Serene Republic of Poland-Lithuania.

Having the Capets have to lean on the Estates General for their purposes would help, or in general being dependent on the nobility instead of the crown demense growing from (at least) Philip II on.
 
Theres a couple of problems with this, at least if you want a better france.

The nobles werent taxed, and refused to give up their exemption, so theyd be voting on raising taxes from the other classes. That will go over well, im sure.

The kings, for all their faults, cared about all of france, not just each nobles private domain.

I suspect strongly this would be a disaster for france.

Edit: the King was popular early on because HE was a check on the nobles' power, and it was the nobles who were most oppressive to the locals...
