in 1995? That's pretty much the second peak of US power in the World. (1945 being the biggest peak of US power).

Three decades before China's ready? China would still be militarily destroyed in a war with the US today, and probably will be for the next 30 years. As long as its military is insanely corrupt and more concerned about filling the coffers of its officers as opposed to creating a true professional force it'll be in no position to fight the US. And since that corruption is tied to the the base of party and military power it's unlikely to go away soon.
