Equitable Resolution to the West Lothian / English Question

Problem with an English parliament is that it will suffer from the same problem as the UK parliament; the north will see it as massively London centric.
 
Really it is quite simple. England leaves the Union and returns as much power and revenue as possible to the County Councils. Job done.
 
Would it be possible to have an English Assembly meet in Winchester?
I doubt it without some major PoDs, probably pre 1900. You'd probably need the power base in England to be skewed to the north, instead of the south. Maybe I could see Winchester as the capital of a south west region, especially one that chooses to embrace the whole Wessex heritage.

The capital of an English Parliament would likely need to be central, not big enough to offend anyone, and probably with a bit of history too it as well. Nottingham sounds like the best candidate, or maybe Leicester or York.

If I remember correctly, the Winchester guildhall has been used as a parliament in the past.
