Though a successful William would probably have conquered it, I can see the South West as a successful and viable non Saxonised kingdom. There might have been nominal vassalage to Wessex.

Even if he did, it might be treated as separate from TTL England.
 
Cornwall has a strong ethical identity and celtic roots, I can not see it being a strong nation as the economy would be weak but I could work.

Strathclyde, Cumbria, Mercia, Wessex, York, Cornwall... I think with the proper POD to Balkanize Britain, it could work.
 
If a PoD was around the time of the Saxon kingdoms then it is very possible, they were very independent , perhaps a weaker Wessex ?

Also, though you're right in Cornwall its the strongest, the old kingdom of Dumnovia included Devon. I can see it even with Dorset and/or Somerset, given either weak neighbours or strong allies. Norman England might even keep it large to take from Saxon England.

Under most circumstances, a strong alliance with Wales would be a good bet.

Another suggestion. A separate Danelaw, perhaps allied with Scandinavia against expansionist Wessex? It might even become a client of Scotland, several centuries down the line.

We'd have to figure out a way for the island to not be dominated by the Vikings, yet not have Alfred the Great unify England.
