English Puerto Rico

during the Anglo-Spanish War 3 tries were made by the English to take the island of Puerto Rico, November 22, 1595, Sir Francis Drake and Sir John Hawkins attempted an invasion of the island with 26 vessels, when it failed they burned San Juan, Sir Francis Drake tried again in 1596 and died shortly there after, and lastly on June 15, 1598 George Clifford took and held the Island for a number of months till bacillary dysentery forced him and his men to leave, so is there any way for Drake to take the island or Clifford to hold it over the long term, more or less making Puerto Rico into Jamaica 60 years before the Brits took Jamaica in OTL?
 
Before they own any other land in the Americas? Not likely. The Spanish had fleets, guns and some powerful harbours already by this point. They could continually assault it, while the English would have virtually no way of striking back. Also, this era the English had a major problem in that they had some noteworthy and inspirational leaders, but their actual organisation and military efficiency was, quite frankly, appalling. They managed some success at sea by acting like pirates in a couple of raids on Spanish fortifications, but when it came to actually conducting military operations, it all fell apart like a pack of cards. I just can't see English rule on Puerto Rico lasting this early in the game - even moreso, I can't see English rule actually being established in the first place. It would be interesting if both could happen though.
