Years ago I read an article on archaeological remains of Basque fisheries in North America, more exactly on the coast of Newfoundland. But the empirical knowledge that fishermen have is not shared outside their communities to strangers. One question: if the English monarch had the motivation to risk ships and men for the words of an unknown commoner ... I think England were not at the level of the Iberian in navigation and naval construction.: Confundido:
 
Well King Henry VII was going to sponsor Colombus, but the Spanish monarchs beat him to it. So a PoD for England to begin the next wave of European incursions in the Americas is not that difficult or far fetched.
 
It seeems very unlikely that England would have accepted Spain grabbing valuable colonies like Peru and Mexico. Of course, it all depends on which countries first discovered Mexico and Peru. Even if the English had first arrived to North America and perhaps even the Caribbean, Spain still might have send expeditions and arrived first to Mexico and Peru. But if England had arrived first to these two countries, they would definitely not have accepted that Spain grabbed them, at least not without a war, There was a lot of gold there, particularly in Peru.

There is a tendency to assume that because England is still a military and economic power (though not more among the top three) always was, until there are timelines based on that premise and I mean that without changing any pod above (not ASB) assume the existing situation as a fact the English victory (something neither in otl was so easy). Remember that England was the first world power from the mid eighteenth century onwards, not in the XV century. In otl Spain began its ascent imperial power. Furthermore at that time there was very good relationship between the two nations and their dynasties.
