The Spanish colonies in the New World were heavily restricted in their ability to trade, being forced to devote the bulk to all of their trade with the motherland and with most of that trade coming from a few, approved colonial ports.
Obviously this drastically hampered the economic development of the colonies. But what would it take for Spain to move past this and lessen, or end trade restrictions on the colonies? At the very least to allow inter colonial trade, so like say New Spain can trade with Peru and can develop its own semi-independent merchant fleet.
