Emperor Norton having a part in Californian independence/secession?

I have an idea to have the ACW go worse for the Union, and as a result of that, California is seized by Southerners, slavery-sympathizers, and Californios (the Spanish/Mexicans within California).

Thing is, I want Emperor Norton to play a role.

Could the Californian rebels use the insane Norton as a puppet ruler in any way at all? How involved (or involved) would he be with governance? What would be the U.S.'s reaction to Californian secession at all, let alone a possible Norton Empire?

The "Emperor Norton" was nothing more than a con-man who was also a little insane.
 
Norton Offered to Resolve the Civil war if I remember correctly.

Considering he also saw National Congress as an illegal entity, I do not think he would take kindly to the Confederates trying to make him a puppet.

If Norton plays any role, I doubt it'll be as a puppet. It's easier to see him leading an opposition in California *to* the new regime, perhaps becoming a focus for Californians who oppose both union with the US and the new government.
