Emperor Gallienus: Horrible, Great, Average?

Emperor Gallienus has one of the most mixed legacies of any Romen Emperor.

On the one hand people see him as a horrible emperor who let the Roman world split into three due to his incompetance some go as far as to call him "worst Emperor of all time." From another point of view he was a great leader who saved the Roman state from total collapse, won many military victories and instituted postive reforms.

I'm curious what everyone thinks of Emperor Gallienus. Horrible, Great, Average?

Considering the situation he inherited I think that he did do a good job. He stopped barbarian raids in the balkans and issued reforms for a tattered and broken Empire. In the hands of a less competent man the Crisis of the Third Century could have been the end of Rome itself.
