Emoluments Clause amendment passes

I saw an interesting note on www.boston.com:

Tribe, Eisen, and Painter noted that the Emoluments Clause was viewed so important for the country that the Constitution was nearly amended in the early 1800s to add a severe punishment for anyone who dared to violate it:

Indeed, the Clause was seen as so important that the Eleventh Congress considered, as a proposed Thirteenth Amendment, a provision stating that a person would lose his or her citizenship by accepting an office or emolument from a foreign power. The proposed amendment was, in a modified form, accepted by both Houses, and subsequently obtained the approval of all but one of the requisite number of States.

The proposed amendment ultimately failed, they wrote, because officials at the time decided such an extreme punishment was “unnecessary, given existing protections.”

What would have happened if this amendment had passed? Would there have been much of an effect prior to this election?
 
They would have added talk about that clause in the media when VP Nixon had issues, but he still would have smoothed things over with his speech about "except for a dog" not returning the dog.

I suppose it's possible Republicans might try to make some hay about it at some point against Roosevelt and claim Churchill gave him gifts or something.

Generally in modern-times White House staff is a bureaucracy well-versed in assigning value and reporting gifts to the president and sending things back or to the proper places depending on what it is and the value (some the president keeps, others to the Smithsonian for instance)
 
Would or could white supremacists use this to strip citizenship of black soldiers in wwi that received medals from France? They might not succeed but I have a feeling they would try.

That was my first thought as well. Also, I can easily see this becoming a protectionist and isolationist tool to prevent Americans serving foreign countries in any fashion.
 
Yeah, my guess is the major way this would be used would be gotcha games by political factions trying to go after their opponents political candidates and elected officials.
