Basically, assume that in some timeline (don't worry about when, where, or why) electricity is discovered and figured out before the steam engine is invented.
What might happen?
Some ideas:
- Greater reliance on hydro and wind power, as thats really the only way to turn the turbines without a combustion engine.
- Possibly more decentralized electrical grid. Anyone with a windmill or a stream could set up a generator.
- When combustion engines are figured out, they'll probably be used for eletricity generation, instead of power on their own.
