This is a perennial Mock UN scenario.
1) Egypt has a typical middle eastern army (eg: incompetent compared to Western ones), but it's better trained than the Ethiopian one.
2) The Nile *IS* Egypt. Without it, its a desert. With it, its a mile-or-so-wide strip of habitability in the middle of a terrible desert.
Egypt will see building a dam on the nile that they don't control as a potential existential threat. And if you can shut off the nile, you can kill egypt.
