The Soviets ONLY attacked Finland because the M-R Pact left Finland in the Soviet sphere - so you only get a small window of opportunity for an Finnish Soviet war

they had seen Germany make gains with no consequences, don't think it possible they might attempt to invade in shadow of Munich Agreement?

(alternately would they sign any agreement with Germany that left Finland out?)
