Yes, but the Vikings were by far the most likely to actually do it around the year 1000. I mean, they got there, they just were driven out before they reached the mainland or the cross-continental Exchange could take place.

Not necessarily far more likely, just somewhat. If you manage a POD a bit farther back (Like during the Early Tang) you could probably get exploration of the Pacific side from East Asian countries. And even from a 1000 AD point of view, it isn't tremendously difficult to get East Asia exploring America if you manage to get the cues right.
 
I'm trying to flesh out an idea where the Aremoricans arent destroyed by Ceasar but flee to the British Isles, bring the most advanced ships, and the knowledge of how to make them, up to that time with them. They discover North America around 0 AD, before even the Europeans had basic immunities to common Eurasian diseases.

Eventually the Romans get around to conquering what they did in OTL, causing an exodus to the Americas by the Aremoricans, with sone British along for the ride. Trans-Atlantic trade starts shortly after an never stops.

I'm not sure how they would lose contact... Maybe someone knew about the Vinland settlements and went on a 'secret' expedition, and continued doing so, somehow keeping their crews' mouths shut? Then eventually they die, the secret dies, and the age of exploration leads to their discovery on time, or close?

I dunno. I think a lot of the goods brought from the Americas would spark a lot of interest in their sources. Peppers (which would have a completely different name), Maize, etm.
Maybe a plague ship washes up on the North American coast, infects the natives, and does a number on the Americas while Europe's still in the dark.
