Effects of a Roman Germania?

It wasn't my point to say that Gaul could remain indefinitly independent : you'll see that I said that gallic federation would end at best as client-states of Rome.

My point was to say that whatever in Germany, Gaul or Britain, an anti-roman revolt could indeed do many harm to roman expansion policy : while Gaul was indeed the less well situated for holding Romans, and that a second Gallic War could have been far more difficult for Romans, and that conquest of Britain could have indeed be abandoned in case of defeat and Rome returning to a policy of client-states (Britain having the benefit of, contrary to Gaul, a good border).

Returning to the subject then : Rome always knew how "to quit" when it didn't managed to impose itself, even if it had to come bacl later. And Germania is really typical on this : they didn't have much of a motivation in first place, the whole conquest drained ressources like crazy...And Rome used its traditional approach : clientelize the local tribes, favouring some and preventing the great change of power.
