Effects of a continuing cold war on children's television?

That stuff would be like a kid's show referencing ISIS, North Korea or Putin-not gonna happen. It's too controversial and heavy a topic for a children's show.

ISIS, definitely not, Putin, I guess more Russian villains, but North Korea seems like they might make for good children's villains, since a greedy loudmouthed fat guy who makes everyone worship him ("or else") and has everyone praise him despite his obvious lack of any redeeming traits seems like it'd make a good villain in a kids' show.

Most children's shows are not going to reference the Cold War in any way especially for the very young. There may be some generic villain types that are obvious East Europeans, but that will be about it. Superhero cartoons (particularly from Marvel) could include some of their established Communist villains. Any shows that will include references to it will be ones aimed at the upper age category who have the education and sophistication to understand the references (ages 9-13). "All ages" family TV shows would be more likely to include such elements in order to keep the parents engaged, and because scriptwriters know they will be there to explain things to the children. In terms of shows like Boy Meets World, there will likely be zero references unless it is a "very special episode" talking about a war scare and the like.

I wonder if Adventure Time still gets made in its OTL form seeing the world is basically set in a cartoony version of Threads.

We'd have no doubt who the Great Mushroom war was fought between. You'd probably even see a Soviet symbol or two on rockets covered with smudge, so it isn't explicit, but implied.
