So this has two parts. The first is whether it was possible for the British to gain the Rio de la Plata region from Spain during, or as part of a treaty after, the Seven Years' War? Maybe the British East India company was more prepared or got the element of surprise and put up a much bigger fight against the Spanish in the region. Or maybe Spain traded it to the British in order to get back Cuba. However it goes down, I'd like British control of the area after the Seven Years' War because of what happens in the second part of this timeline.
Under the second part, the 13 colonies gain control of Canada during the Revolution. Either the Quebec Act goes different from OTL and they decide to join the colonies in rebellion, or the colonies capture Canada during the war. Either way, by the end of the Revolutionary War the USA is made up of the 13 colonies, Upper and Lower Canada, Nova Scotia, and PEI, while the British probably still have New Foundland.
So now to the main discussion. Would many of the Loyalists flee to the Rio de la Plata region now that Canada isn't an option, and how would this "British Argentina" develop?
