Effects/consequences of restored Roman Empire.

With a PoD after Western Roman Empire falls, which follows into the Eastern Roman Empire gaining authority of the entire mediterranan (something like Justinian's Conquests continued, weak/non-existant islam, etc.), how would it be handled?

I mean, will all be united under one banner once more, or will the emperor of Constantinople just recreate the Western Roman Empire separate from the Eastern Roman Empire? If it's the former, would Rome be restored as the capital?

What about spread of culture, language, etc.? Would greek be used widely, or would Latin take precedence.
 
A capital would remain in Constantinople. Rome wasn't even the capital of the WRE in its final centuries. Instead Ravenna and Milan took that role.
 
Do you think Rome would be considered with the likes of India and China, as in, an ancient civilization that may change form or size, but always remains and returns to take a prominent role?

Probably not like India given how Indian unity is a very new thing, more like Persia actually which.
