The result would be a military disaster for whatever nation of fools tried to seize the territory. Assuming, against probability, that a significant force could even be landed, I see the United States replacing the famous phrase "Unconditional Surrender" with the more pointed "No Quarter."

Then it's a military disaster for the insurrectionist forces. Although I expect surrender, in that case, would be allowed, along the lines of the ACW. Which, come to think of it, is essentially the OP's scenario. And we know how that turned out.
