So, WI Ms Cavell hadn't been shot by the Germans for aiding British POWs to escape ?
Someone had a list of X's great mistakes (X being the German foreign minister at the time, IIRC). That was one of them. The Zimmerman telegram was another. While legally and technically the execution made sense, IIRC, it gave the Germans a HUGE black eye. I suspect it made the 'baby bayonetting Boche' propaganda look a lot more believable in the eyes of some.

Whether it would actually make a significant impact on the war, I don't know. I rather doubt it. Britain was never so close to collapse that it needed that little morale boost to survive... Effects AFTER the war might (might) be more significant. Might Germany get a SLIGHTLY less harsh Versailles?
