Say the soviets started something they could finish after ww2 as we know they industrial and atomic might would make any soviet attack fail but what then what terms would the western allies impose on the soviets?

Well considering recent history at the time its a good chance the terms would be such as to insure world war 4 ...

I don't think it's credibly possible for the Soviets to initiate WWIII in the 1940s. As you say, the atomic monopoly the US had was enough to make Stalin think twice. Had the world gone to the brink and beyond he would have settled (I think this is documented over the Berlin blockade), but it would have taken a general mobilisation to force him to it and he (rightly) calculated that there wasn't the political will in the West to push matters that far. So the most you might get as a result of a miscalculation is a big face-off, some skirmishing and then guaranteed access rights through E Germany.
 
I suspect 1918 border for the Soviet Union. Certainly the 1939 border of Poland restored (maybe even including returning Silesia and Pommerania restored to Germany).
