Early Universal Suffrage in Canada?

In the Biography "Nation Maker: Sir John A. MacDonald: His life, Our Times. Volume Two 1867-1891"

Historian and Author Richard Gwyn speaks of a bill introduced to the Parliament by Prime Minister MacDoanld, to extend the vote to both Women, and the Native people of Canada. I'm not sure on the date as it's been a few years since I read the book (I have a copy somewhere, I'll look into it), but COULD it have been passed (Assuming sometime in the late 1870s early 1980s), what would the ramifications have been of such a bill passing?

It doesn't seem all that likely, but it's certainly possible: remember, New Zealand passed such a bill in 1892, and was significantly less industrialized and rather more isolated from the rest of the world.
 
It certainly could have passed since the bill was drawn up by Macdonald and he had a majority.

The bill was severely altered because of the North West Rebellion. All western tribes ended up branded as disloyal by the government even though only a few bands joined the rebellion.

The bill was amended so that only First Nations in eastern Canada were given the franchise. Not sure why it was decided to remove women from the bill. When Laurier came to power in 1896 his government once again stripped the vote from the eastern aboriginals.

Also, this amended bill was what stripped the right to vote from Chinese and "other mongoloids" so even if it left some for of the franchise in place for women, I think any modern commemorations would probably be pretty subdued.
 
Just how possible is this? I didn't think Canada had universal manhood suffrage until relatively late into the 19th century, is it really going to really leapfrog to a gender-blind, ethnicity-blind franchise within a decade or two?
