Early Industrialization vs Rapid Industrialization (Imperial Russia)

Which is more beneficial for Imperial Russia?
Early Industrialization in the 1790s or Rapid Industrialization in the 1860s-1880s?
 
Early, if possible. Nothing's good if rushed, most likely you end up with a Statist Russia similar or worse to IOTL.
 
Without knowing much on the subject, I'd say early industrialization. Instead of trying to do everything at once within a 30 year period, there's prior infrastructure to build off of, it allows for homegrown Russian talent to lead the charge of advancement, and Russia is able to experience gradual societal shifts and economic and environmental effects of industrialization.
