Early Holy Roman Empire Screw as POD in Norse TL

Purpose of Screw:

Make it so the states of the HRE are so divided they are no military threat to Denmark. No Military threat means no conversion to Christianity (at least for a while) and less influence in Norway. The probable effect would be a more violent conversion eventually, but not for awhile.

Purpose of the possible TL:

There were a lot of interesting currents within Norse Paganism that were evolving, regionalisms etc that would be fun to explore. Basically I'd like to give them more time to respond to Christianity. Note I don't see Norse Paganism surviving on the continent. But getting certain ideas declared heresy, incorporated into worship and creating a distinctive Norse Church.
 
Christian trade networks would play a big role in the slow Christianization of Norse lands. Add to that the fact that many local kings converted not out of fear but out of a sense that it was genuinely useful to build and centralize their states, and you'll need to do more than avert the rise of the Holy Roman Empire - you'll need to seriously screw Christianity's development in Europe somehow.

Note that I stated slow rather than avert. And this is the kind of thing I wish to explore. Without the threat of force using learning and adapting the organizational techniques to a Norse Pagan context is just the kind of thing an Odinist ruler would jump at (and the Lithuanian pagans did otl), and whom followers of Thor might resist. Evidence of this otl is seen among Icelandic Norse, who saw Thor as their patron as opposed to those Norwegian consaldators who drove them out and more than likely looked to Odin as their patron, at least until they became Christian.

Use either the reign of King Conrad I. the Younger (https://en.wikipedia.org/wiki/Conrad_I_of_Germany).
He failed to govern over/with the dukes. Saxony, Swabia became de facto nearly independent during his reign, and he lost a war, and therefore the control over the Lotharingen.
You could easily increase the chaos. If for example his successor Henry I. failed against the Duke of Bavaria, or if Conrad I. decided that his brother Eberhard should become elected as his successor, East Francia (the word "Germany" is anachronistic for this period) could remain weakened and divided for a much longer time.

Another possibility would be using the late carolingians and their divisions. If you raise the live expectancy and health of the sons of Luwig the German, East Francia could remain divided for some time. (Bavaria (in combination with Italy?) and Alemannia could remain independent from Northern Germany.
