Idealist view: The colossal waste of time and resources that was the Cold War never happens.

Realist view 1: The focus of the Cold War shifts to the Middle East and/or Northeast Asia.

Realist view 2: The Stalin Notes were never actually serious, they were just to make the US look bad (and the USSR look good). If the US had actually accepted, the Soviets would have upped their demands in order to make the deal unacceptable.

After all an independent Germany did just take his country to the brink of collapse a few years ago....

Stalin WAS serious. It was part of his plan to have a neutral belt (Finland-Germany-Austria-Jugoslavia) betwen west and east, as an additional protective outer cordon (besides the inner cordon of vasall states) around the USSR.

Adenauer played a large part in shooting the thing down, which is why I still say he was a friggen traitor...
