Early British South Africa, with a twist

In OTL, Britain tried to seize the Dutch Cape Colony during the American Revolution, but failed. Let's suppose in the ATL, it doesn't.

Also, in OTL, several thousand blacks who fought for king and country fled the despotism of the United States for a land hwere htey wouldn't be treated as property. In OTL some 3,000 went to Nova Scotia, from whence 1,200 went to West Africa. More in OTL went to Britain, often London. In the 1790s, Jamaican marroons also arrived in Sierra Leone.

In an ATL with a British South Africa, Britain would, I think, send these newly freed slaves there. So, British South Africa, 20 years early, founded by black American loyalists.

That is a nice twist. Although I suspect that if there are a lot of British or Dutch settlers in place already, unless they are on board, their reaction will be key. I'm not sure that the British would want to pick a fight with a new territory.

I wonder however if capacity and will would be lacking here. I imagine shipping several non white thousand settlers/refugees then supporting them for even a brief period would be far more than the British government
 
The question is really how many Dutch settlers are already in place, and what will they do.
Found some pop numbers, "white" settler in the cape, total numbers (women and children)
1773: 8285
1778: 9721
Apparently and growth rate of 2.6 pr year.
