Depending on how you define “World War 2”, December 1937 could be a possibility if the Panay incident has escalated instead of Japan backing down and paying the indemnity.
 
If USS Texas was sunk by U-203 on 6/20/41, that oughta do the trick, and the US on a war footing 6 months early pretty much butterflies Pearl Harbor.
 
They could have done it to protect liberty and democracy(?) in China pre WW2. Or Poland in 1939 instead of waiting until one of the evil buggers attacks them and they end up having to defend themselves three years later. Hollywood was quite specific about the USA going to war to liberate the conquered peoples and defend democracy.

There was no public support for either of those things. Particularly for engaging in Europe. The US needs something to cause public outrage to justify declaring war to her citizens. For example, Texas being sunk as was mentioned up thread. Anything else would require a POD in the 1918/1919 time frame, where the US signs a formal alliance with France and the UK and joins with them in guaranteeing Polish freedom.
 
A POD in the thirties creates a stronger alliance with France. When Hitler invades Poland, the US sends reinforcements to France in 1939. Hitler tries to march to Paris and encounters far more American forces than expected, bringing the US into the war in mid-1940.
