Earliest Possible UN like Organization

When is the earliest date a multi-national UN-like organization could be established? Although until the end of WW1 the diplomatic environment generated by the great powers made it pretty hard to facilitate international cooperation. That being said there are several instances of such cooperation.

The Boxer Rebellion. Almost unanimous intervention by the Great Powers on behalf of westerners being assaulted by Chinese rebels.

The Berlin Conference. Instead of making war the Great Powers decide to go resolve their differences diplomatically.

A bit early but one could also cite the condemnation of slavery by European powers and subsequent lack of support for the Confederacy.

So what is the earliest possible date for this to happen and what kind of event would perpetuate the creation of such an organization?
 
Concert of Europe starting in 1815 with a slightly more formal structure, no power but formal place for discussion almost like a weak League of Nations
 
I’m not sure that it is possible to get any weaker.

It could, no bodies other then general assembly and only the great powers as members :D The idea from my point of view is to have a formal meeting structure to keep the regular inter-government contact, not actually to do anything like refugee assistance
 
Agreed, Concert of Europe seems like the earliest you could go, as it was the first time all the great powers were forced into working towards the same goal. Considering that the Bourbons themselves were forced to flee Paris after less than a year back in power and only returned after Napoleon's second fall, I'm sure even Restoration-era France would be interested in joining a Concert of Europe-based organization.
 
Peace of Westphalia....the participating nations decide to set up a council to prevent further destructive wars, as just seen in the 30- and 80-years wars.

That is an early option at least.

Voltaire and Kant both proposed intergovermental organisations, but really I don't think there was a feasible groundwork before the founding of the red cross in 1863.

It was that movement that established the idea of nations co-operating in a neutral sphere and following international laws even while at war with each other. This concept of international cooperation as disconnected from the current state of international relations is what makes the difference between a UN like organisation and a coalition or grouping of friendly nations.

Hell, the first 1863 international conference reads something like a meeting of the UN.
