Earliest possible "Prussia"? (in terms of geographical area)

What's the earliest possible time that the agricultural output and population density of the area called East Prussia and Pomerania, could have supported an organized, centralized military power? It need not be Germanic or called Prussia at all, but its powerbase must be in what we call Kaliningrad now.
 
If the Sambians put on a much more active effort in unifying the Prussians rather than sitting around in their peninsula and trading with everyone, you could see an actual Prussian Prussia.

1. I would focus realistically on the Teutonic Knights (win Tannenberg and become secular) 1200 - 1450
2. Have the Rus (Swede Vikings) focus on settlements there vs Kiev etc - have them carve a Novograd, East + Teutonic Knight area. 760 - 900

The Scandinavians tried this OTL and they failed. The local Baltic opposition was too strong. They eventually resolved to just establishing trading posts and not bothering to push inland.

Practically impossible. Lithuania was already pretty much unified at the time, any Russian principality that were to try to reach Prussia would have to go through them. And after the Mongol invasion, no Russian principality was strong enough to simply roll over the Lithuanians, or even the Poles for that matter.
 
Yeah, one of the chieftains ? going christian and uniting the whole Prussia with help.from Poland and the Empire.

What about pulling a Lithuania, uniting as pagans and playing the Orthodox and Catholics against each other. Or, simply have a native genius unite under a pagan banner after perceiving the threat and coming up with a response ATL that didn't happen otl.
