Earlier War on Terror?

I thought it would be interesting if there was a President who was in charge during both the Cold War and the War On Terror. And then I thought it might be cool to see an Arab Spring in the 1990s.

What can you do for me, AH.com?

Obviously some sort of terrorist attack, either as a part of, instead of, or during the OTL Gulf War? Would the declaration of a "War On Terror" by President H.W. Bush have any significant effect on his ability to be re-elected? How would Clinton handle the 90s!War On Terror? How about getting the Arab Spring moved up?

Perhaps not even have a clear end of the Cold War and then beginning of the War on Terror. Basically the idea is to cut off the "We won!" and resulting American exceptionalism from 91-01 which IMHO had a part in the current rise of America's isolationism.
 
Air France Flight 8969 has more fuel on bord allowing the GIA terrorists to fly directly to Paris (instead of being forced to land in Marseille to demand a refueling and giving french GIGN special forces an opportunity to storm the airplane, kill the terrorists and liberate crew and passengers) and crash the Airbus A300 into a Paris landmark - either the Eiffel Tower, the Île de la Cité with Notre-Dame Cathedral or the Avenue des Champs-Élysées with the Arc de Triomphe, killing a high 3-digit, possibly even 4-digit number of civilians.

As a reaction France does not only supply the Algerian government with arms but gets directly involved in the suppression of the islamic insurgency in Algeria which provokes international islamic terrorists to commit attacks like the ones France has experienced in 2015, not only in France itself but in other western countries as well. This leads to a concerted effort to crush islamist extremism wherever it rears its ugly head, or in other words an earlier War on Terror.
