Wouldn't it be simpler to just do what the Swiss and Sweedish AF did and disperse the aircraft using higways as runways?
It's fairly easy to design the roads in a way that makes them usable, and have mobile support teams.
The bases were not expected to be cratered by aircraft dropped bombs, they were meant to be wiped out by SS20 missiles with nukes, so dispersal was the main thing.
Roads don't have a lot of handy things like spare parts, fuel, ordnance and all that other crap that a jet fighter needs in wartime. Sure, you could bring all that in on trucks but then you have created another juicy target.
SS20s are great when you want make a world-destroying first strike, but aren't so great when you can expect Pershings and GLCMs in return, or when you are trying to make a positive gain by going to war. It was the non nuclear option which drove the idea for testing ski jumps.
