What conflicts or alt-conflicts post 1945 and before the Soviet-Afghan war could see a large numbers of foreign Islamist fighters and funding similar to the Soviet-Afghan war.
 
If the Soviets had not invaded Afghanistan, the same people from the Islamic world who, in our time line, either fought, funded, or facilitated that fight might be looking for another arena. The first of these that comes to mind would be Kashmir. That is, the struggle to "liberate" a Muslim population from a secular government would appeal to the men looking for action, those who wished to wage financial jihad, and Islamist forces within the armed forces and security services of Pakistan.
