Earlier flight out of Prussia

What if the nazis let civilians flee out of Prussia earlier? OTL because it happened so late in the war, many were slaughtered by attacking Soviet troops. But would this still happen if many/most were evacuated before the Russians got within striking range? Would there be still the large number of civilian casualties or would it just happen later?

No Wilhelm Gustloff sinking, some other incidents not happening... but otherwise not much will change.
Due to less civilians on the roads the Red Army might advance a little bit faster, but as the postwar borders wer already agreed on, not much will change in the postwar period. Unless, of course, in OTL a person was killed that had a potential to change the timeline.

Perhaps less of a German victim complex? I know that there is a school of thought that still views Germans as victims of the war; not necessarily the only victims, but still one of the great sufferers of the war.
