The challenge is to make a world that is clearly a, or have tones of, dystopia, after the collapse of the USSR. I'm interested in what you come up with.

By making a world that is, to most people, a dystopia. How do we get around the "One man's dystopia is another man's utopia"-question?
Unless, of course, we're talking about the kind of dystopia that's born out of a couple of thousand mushroom clouds, but that's pretty unlikely with that POD.
Isn't that OTL? Outside 1st world Western nations the standards of living are not that great.By making a world that is, to most people, a dystopia.
Um... I meant more then OTL. And even in 1st world, it should be dystopic.Isn't that OTL? Outside 1st world Western nations the standards of living are not that great.
The assassination attempt on George Bush Sr. goes off as planned in 1993, and Clinton announces his intention to invade Iraq and depose Saddam. Panicking, Hussein halts the destruction of his chemical weapons and instead begins firing chemical Scuds at Israel in order to bring them into the war and rally the Arab world behind him. After the horrific death of thousands of Israeli citizens, the IDF joins the war and massive anti-American rallies erupt across the Middle East, evolving into an early Arab Spring - but with an overtly anti-American focus. Civil war erupts in Saudi Arabia, driving oil prices through the roof and plunging the world into a serious economic depression. A 9/11-scale terrorist attack emerging from the ruins of Saudi Arabia leads to an American invasion of the country, and near-global jihad ensues even though Clinton is careful to only use local proxies to patrol the holy cities.
In Russia, the blatant accumulation of all the extra oil money coming in by a tiny oligarchy leads to Gennady Zyuganov taking the Presidency in 1996 and reviving a hardline Communist regime. As America is distracted by the Saudi War, Russia pours troops in to support Milosevic in ex-Yugoslavia, who entrenches his regime with Nazi-scale genocide. Soon America is funneling funds to the Croats and Albanians, and a second Cold War is in the works.
Great Depression II, Crusades II and Cold War II. Good enough?

Throw in President Pat Buchanan.
