Challenge: Make the automobile, which is expensive and seen as the vehicle of the rich and elite, be able to be used by everyone, and have the Horse-drawn carriage, which is seen as an reliable, and environmentally-friendly mode of transportation over the expensive, fossil-fuel using automobile, fall out of favor with the public .

I guess you need to change the path of a number of wars which set back the oil production in the world by 20 or 30 years.
During the Mexican border war the oil producing infrastructure of the Texas areas was destroyes by raiding units.
During ww1 German saboteurs in persia destroyed massive Anglo Persian oil installations in Persia.
During ww2 similar raids happened in Soviet controlled Baku and Persian oil fields and iraqI old fields.
During the cold war usa sponsored Russian dissidents blowing up hundred of oil fields in Russia. In retaliation the ussr sponsored massive terrorist acts in usa destroying oil fields.
During the Iraq/Iran war both countries focused on the oil producing infrastructure of the other.
The terrorist campaign by Mossad that kept oil production through the Arab world minimised before the Arab nations stepped back from their promises to destroy the state of israel.
This mass destruction of oil fields through the 20th century resulted in a very high oil price and a very low supply amounts worldwide.
As such automobiles never became popular. If you can keep the oil prices down you can make cars something that the masses will invest in.

Cars are really just another toy for the rich they're all handmade and personalized. Just ridiculously expensive for the common man to afford. All you need to make horses is a boy horse and a girl horse. Horse shows, horse markets, and horse races are also huge social events and activities ingrained in most societies across the world. Now the less expensive motorcycle has a chance of replacing the horse I think it's become increasingly more popular especially among the middle classes and diyers who like to modify bicycle frames. The only thing I can think to change this is if that madman Henry Ford had succeeded in his plans to change the way items are produced but he was debunked as racist control freak long ago, hard to see anything he came up being adopted on a large scale people just didn't like him. Also there's no standards for automobiles there are steam cars, electric cars, hydrogen cars, and petroleum powered cars what if you run out of fuel in a town that doesn't have the type you need, better infrastructure needed, likely you'll just wish you took the train instead.

They are heavily taxed, expensive and with all the laws both racial and gender based along with requirements to get a permit to drive its no wonder many can not afford a personnel car.
I could imagine if everyone could, our cities would be depleted by people moving as far away as possible.
You know it was all these extreme laws and taxes that drove the civil rights movement and also what finally got people to get along since leaving the cities and mass transit that goes with them kept people there.
I would also assume that if cars were everywhere the smaller towns would collapse as well into ghost towns.
Detroit is an economic powerhouse because of the mass transit industry being based there (also the auto industry for both personnel and military uses)
It would be a much different world if cars were that much popular

OOC: Cars are at least partially superior to horses environmentally as well. At least cars don't leave piles of excrement all over the place, to be cleaned up.
This talk of everyone still using horses is not really true. Maybe in quite a few rural areas.. But electric bikes, motorcycles, and public transport. Sure there are still some odd people doing the horse and buggy gig. But that's really not so much in many places. Especially most major cities where horses are not allowed exactly for that reason. Could yiu imagine New York city filled with horses. Gawd
