I have a very good book on the Dutch Navy : Dutch Warships of World War 2 by Henk van Willigenburg and its got a couple of interesting chapters on the development of the Dutch Navy and the politics around it.
It got me thinking what if the Dutch had an aircraft carrier pre war and I concluded it probably wouldn't have done them much good and I then moved onto ...
So how could the Dutch have done better?
I'm pretty sure the Netherlands are indefensible and that the main focus needs to be the Dutch East Indies
On a practical level I'm thinking the Dutch need more submarines , say 40 , possibly MTBs , radar network to detect enemy shipping , torpedo aircraft , more seaplane tenders , mtb tenders , air portable flak batteries in the East Indies
And some kind of Seebee equivalent to spend 1920s- 30s creating
"emergency landing strips" , arms caches , coastal craft / submarine emergency anchorage with bare bone facilities all over the islands.
I'm not sure the Dutch can actually win but maybe they can delay things or at least hold out until allied forces come to help out .
