Main fleet material fleet law of 1922. As proposed by the Comity Gooszen. Material was based on defense plan and doctrine and not as a counter measure on a n building program by Japan, as was done on the not materialized battle ship plan of 1914.
The submarines for the Nethrlands should be desigend in a way that they could eb put in service in the Indonesian tropical archipellago.

The government captured the proposed material by Mr. Gooszen, directly in a bill for the coming year 1922.
Resistance came a short time, of all things, of the international disarmament inspired Minister of War and (interim)
Marine, General W.F. Pop, who wisshes no submarines against invasions desired material and only to prevent a "little strong" enemy to penetrate into the archipelago. But Mr Pop was silenced quite fast and swallowed his objection. The bill passed Cabinet and with surprising, relative little resistance Parliament. Mr. Pop was replaced in June 1921 because of another dispute over conscription.
The bill stated explicitly that the submarines core of the naval forces were vormen.76 After 12 years it had to
plan have been completed. (Since the service life of the most ships was estimated at 12 years, and this would all start service in 1922 being submarines need to be replaced).
The bill wanted at least half strength after 6 years ranges. In this period was the Royal's total budget Marine hatch at 89.5 million guilders per year, Netherlands had to take 39.5 guilders for his account and India up 50.77 guilders. This was almost double the total existing budget.
Several naval bases in the Dutch East Indies would be enlarged and modernized.
Due to economic realities and political dificaulties the first halve was not finished in 6 but 8 years and the 2 small cruisers ware not ordered in the 20ties. The required airplanes during the 20ties were ordered for the reconnaissance it were mainly Dornier Wall fly boats and the fighter/bomber it were Fokker CV planes.
The required cruisers were build in the early 30ties (OTL Tromp clsass) since cruisers were in the pacisifictic enviroment of the 20ties and ealry 30ties dificult to discuss. The cruiser came together with a several orders to replace the ships already exsisiting in 1922.
