Dutch Empire in Alt-Napoleonic Wars

Let's say that Dutch had far more decisive victories in the 17th century and manage to break the english navy taking their place as a sea power. The Dutch empire now has colonies in North America, South Africa, India, the Philippines, Indonesia, and Australia.

Eventually in the late 18th century the French monarchy again drops the ball and spirals into revolutionary chaos (feel free to speculate how). Eventually Chancellor Notpoleon restores order and has a vision of a French dominated Europe. When France invades holland the government and royal family relocate to North America to regroup.

Can the Dutch take French North America during the war, could they feasibly retake Amsterdam, and regardless if they succeed or not what happens to the empire moving forward?
 
Mind you a Dutch empire would have the handicap of having the homeland share a border with it's aggressive land based neighbor unlike Britain having the channel separating them.
 
It's very presumptive to believe that the french revolution was inevitable, let alone napoleons' rise. At minimum we'd need an idea as to what the world order looks like before this alt. revolution

It's not guaranteed, I just wanted to see what happens when a small country with a large overseas empire borders a large country with a smaller overseas empire.
