dominion of Albion

What if Quebec refused to join the confederation? cuting them off from the rest of Canada (which decides to call it self Albion in this TL) Newfoundland, Labrador, New Bruneswick, Nova Scotia and PE island join the US. of course if they join and be come states they'd be divided up differently due to political reasons. any way Quebec might then try to succeed from great Britain entirely. what affect could this have on history?
 
Why would all of Atlantic BNA suddenly join the US? And why would they be broken up differently? Why would Quebec refuse to join something they thought of, and could only benefit from?

I'm not slamming, I am just curious as to what would lead to these events that would alter region identity and thinking.
