In what way could the present-day Democratic Republic of the Congo become associated with the Dominican Republic in such a way that its name could be amended in an ATL to that?
 
Well, either a natural disaster that makes the Dominican population flee to find sanctuary in the Congo Freestate or the Dominican Order get's a lot of influence in the Congo Freestate making Congo a theocracy on independence.

Dominican Republic gains independence from Spain earlier, and the Caribbean is unified under that name.

During the colonization of Africa, the Dominican Republic claims OTL DRC.

A revolution causes the old government to flee to Africa, setting up the Dominican Republic of the Congo.
