Do the Two Sicilies have to be included in Italy?

Basically what it says on the tin - in the event of a nationalist Italy, albeit one a little different from how the one in our timeline formed, is it absolutely imperative for southern Italy to be incorporated?

I ask because I think of the antagonism that exists or supposedly exists between North and South culturally and addition I know that of course the south was not included in the traditional kingdom of Italy. I have to wonder if you see situation where there is a northern Italy with the two Sicilies supported by the Congress Powers and the pope retaining kind of neutral ground between them
 
is something like a 1820s era movement of Neopolitan-based intellectuals coalescing around a southern identity enough to move the dial?
 
No, but control of the Two Sicilies is a prerequisite for control of Rome assuming a post-Napoleonic POD.
