There are two problems I see. One, the French fleet in Brest failed to ever escape its blockade. However, the one time it tried, it was under a fog that managed to lift just after it had left port and was heading out, making him turn back. If the fog had lasted, it very likely would have been able to head to the West Indies.
The other is the invasion craft themselves. Reading how well they did in their one rehearsal, I think of the river barges the Germans were going to use, though even these are better by a long shot. The invasion could not be carried out in rough seas, but in calm weather there should be no problems.
