Different Slavery Question

In 1776 Lord Dunmore, Governor of Virginia proposed freeing any Blacks who fought for England http://www.americanrevolution.org/blk.html. Apearently there weren't all that many Black on either side. and the states reneged on the free afterwards part.

The attitude toward blacks enlisting had been a little more open, [Hope it wouldn't take ASBs] and more of them had signed up [20-25% of Revolutionary troops] AND [this may be ASB territory now] the states had keep their word and freed them after.
The freed slaves work and buy farms like the whites, so that by 1795~1800 there is a siziable free black [10~15%] population, with even a noticable number of black slave holders, in many southern states. And some free Blacks starting to move west along with the white Pioneers.
How does this affect, the slave debates, the 1808 ban on importation, The westard spread of Slavery? how does the visible number of black slaveholders affect the northern Abolisionists :confused:

Dunsmore was the Royalist governor. The Revolutionaries reinslaved many blacks afterwards. If the war had lasted longer that would not have been possible because of armed resistence, but in OTL what you described is what happened.
 
Changes

so What kind of a percentage do I need of Free Blacks to cause some changes like I Described, and if most of them are moving west as the slave owner push in behind. could this slow the spread enuff that the whole 1820 Slave comprimise goes out.
