What if the Germans were more focused on the destruction of Russian troops rather than capturing objectives such as cities of resources? What effects would that have on the war and would it eventually force a draw?
 
The blitzkrieg only worked against Troops that were forced to stand their ground and could be easily outflanked and encircled by fast-moving armoured units[hence the Cauldron battles of 41]. In 42,Stalin/Soviet authorities were more leniant to commanders that were forced to withdraw to avoid encirclement[No great German encirclement in Plan Blau]and the practice became more common[until Stalingrad]. So,its more sensible from a military perspective to go after the apparatus[oil,food centres]supporting the Red army rather than chasing the Russian armies,extending your supply lines and inviting a counter-attack. Thus,the Germans decision to go after the Key strategic industrial/Agricultural/symbolic points was ultimately the right policy to cripple the Red army[it was just executed poorly]. Alternatives would probably lead to the Wehrmachts over-extension,a nasty defeat and probably a slightly earlier end to the war.</p>

it wouldnt work:Soviet Union had full-fledged industry; the only way to win-to deprive Soviet army of petroleum, and Soviet population of abundant regions(South russia)

They would have bled each other out even more. Consider the amount of citizens the Soviets had to mobilise....
