By the Northwest Ordinance, there have to be three to five states in the area. If you have a POD before then, or a repeal of it, though...
I don't understand why North and South Dakota got split into two states. Even together they have less people than Idaho and would remain one of the five smallest states by population.

The population centers were very far apart and it gave a boost to the Republicans.
Well, a lot of the US states in and around the Rockies had quite a low population, but still got admitted as states a bit sooner than they would have done normaly, too...
