Different internets

would it be possible that instead of single world wide web we would have several webs that operate in similar manner but are not compatible? Say internet in Europe works if you are linked to it but while you are on it can't access similar system in US.

Sort of like continent-wide intranet.

One way to make this more likely was if the USSR didn't fall. Maybe there could be a NATO-countries Internet and a Warsaw Pact Internet.

Interestingly, in OTL today, North Korea has its own national internet which anyone there can access (but only people authorised by the Party can access the real Internet).
 
Indeed very possible in countries where censorship by the government is strong. I could imagine a USSR wide intranet if it hadn't fallen. It would only allow people within the sphere to view information the government wanted them to see, much like China, lest they become infected with 'capitalist ideals' .
