Your challenge is, with a 19th century POD, cause Wilhelm II to be a major player in the unification of Germany. He can be the driving force behind unification, a figurehead monarch, leading the primary state to resist, anything (bonus points if he isn't a monarch, or plays a major role before rising to the throne). Lets say that the only stipulation on dates (for the moment, anyways) is a POD between the congress of Vienna and the battle of Konniggratz.
